center cap stuck on 2-spoke steering wheel

OK so I'm trying to be cautious in trying to take off this 2-spoke ('54) Shellar? steering wheel.
All instructions I find say .. "push down on the center cap and turn it counter clockwise".

Good, so I get to the wheel and the inner center button of the wheel controls the gas/accelerator and the outer center ring is the horn - which moves with the rest of the wheel which controls the rudder.

In either case I push in and turn counterclockwise as far as mechanics (various connectors, rods, pipes, levers) allow; I can see them working. I'm reluctant to try to force beyond these limits!

Am I not pushing in enough? How far should it move in?

Should the horn ring move with the wheel?

Did I not say the right prayer?
Or is it time for brute force?

Those directions are for wheels that DO NOT have a throttle in the middle. You have to dis connect the linkage at the bottom of the column. (take photos along the way) separate the horn wire. Then pull the throttle lever out. Then remove the nut holding the wheel on. Say a prayer. Try to remove the wheel. Chances are it is stuck. Search old posts for methods to remove the wheel.

Thank you. I read directions in the book (twice, sadly) that said to disconnect the linkage first .. then marched out to the garage did five other things and promptly forgot about that part of it. Pitiful.
So the drill is .. disconnect throttle and horn, then the center hub (throttle part) should pull out with no quarter turn. At that point I should see the nut. Do I read you correctly?
I'm going to try to attach a photo of the wheel. Am I right in calling it a "Shellar"?

Yes, when you pull the throttle out you will see the nut. Spray with P Blaster and really soak it for several days if it does not want to budge.

That is not a Shellar wheel.
Dis-Connect the linkage and horn wire as said before.
Pull the throttle lever out.
Rotate the horn ring counter clockwise and remove.
Take photos.
Remove the 3 screws holding the horn parts in.
Loosen the nut in the center.
Say a prayer.
Try to remove the wheel. Chances are it is stuck. Search old posts for methods to remove the wheel.
