1930 shaft log threads

I'm not familiar with this shaft log assembly that came in the parts box when we bought the boat. We received boxes of parts and I sure some were not for this boat. This was the only shaft log supplied so I'm hopeful this is the correct one. My question is, does the packing box hose go over the threads or is there another piece that I'm missing? I'm used to seeing a smooth surface for the hose.
