Paragon 1XE transmission repair

While rebuilding my 2 K engines I decided to take apart and inspect the tranny on 1 engine (this engine obviously ran low/out of oil, spun rod bearing, evidences of low/no oil in the tranny)
I’m trying to disassemble the gear case to inspect the plates but the top collar only turns an inch either way. Nothing obvious preventing to unscrew collar.
