283 cooling question

1959 283 (Flywheel forward): there is a straight brass pipe fitting with a 45 degree tee between the engine block and exhaust manifolds on the front side of the engine. One side has a pipe plug and the other side has the temperature sender. Being raw water cooled, the engine runs at about 65-70 degrees instead of the normal 140 ish. I have seen a faucet type valve on these fittings before, and think that someone placed a re-stricter to slow down the water flow thus raising the temperature. I cannot find any CC parts for this valve.

Also, I see there was a thermostat housing available that would do the same thing, but again, no part numbers.

Problem is the engine is too cold to run properly. Comments or suggestions??
