Water Pump on CC "H"

Boat is a 1931 Model 199 "Split Cockpit Runabout". It was re-powered prior to my ownership with a Kermath, essentially a CC "H". I was not getting direct water pickup from a bucket and purchased a rebuilt pump from Robert Henkel. Fit perfectly but when running engine (on the trailer) at 1000 RPM's, no water would circulate. Worked fine with some very low pressure/volume from the hose. (Which was exactly the previous situation.)I had returned it to the garage before thinking that a higher RPM might have helped.
