What is the correct position for the trottle friction brake

What is the correct position for the trottle friction brake

I'll be putting my trottle shaft back together on my 58 Cavalier this weekend. I think when I took the friction brake off the shaft it was not in the correct position.

It was pointing straight down as per the picture. Is this the correct position?

I would think that the two legs on the open end should straddle a bolt head in order to have something to hold the brake in a set position.

OK,, just in case you were wondering, the answer is straight down. I figured it out myself. The legs of the throttle rod brake straddle the post that comes out of the casting on the base of the gear box...........
