Well I got around to looking into this again and figured out the issue. The relay and horn are fine, it was the battery charger causing the problem. Once I hooked up a real battery everything was fine. My guess is that the battery has short circuit detection in it and the solenoid was triggering it....

I may have a bad relay. The one I have makes a buzzing noise, I was expecting a click. When everything is wired up the horn does not work. The only sound I hear is the buzz of the relay. Yes I'm positive it's 6 volt positive ground. We've had it running set-up that way(even had to ordered a special pertronix part for a positive ground system).
