It would be above the floor, but on an outboard, your floor is different than my IO. In theory, there was no way for water to get down into the true bilge of my XL175 as the floor was bonded to the hull 360 degrees.
In reality, though, water made its way down into the bilge via every hole that was drilled into the floor, that was not properly sealed.
My bilge pump pickup is a flat bronze brick with mesh on the bottom surface. It was mounted into the recess you see in this photo.
By the way, the larger hole where the transom meets the floor is for a bilge plug. This was added by my father-in-law long after the boat was new. There was no plug at all from the factory. The only way to get rain water out of this boat was via the bilge pump. Not a terrible idea, but as you can see this recess in the floor would not hold much water. It wouldn't take much for the water to creep forward onto your cockpit floor.
