Drilling Camshaft??

I noticed a few postings regarding this modification. I know that my engine was changed by my father and have looked at the 1998 work orders. I see nothing that indicates that this was done. I am in the process of putting the engine back in after sitting flat for 15 years. I decided to look into the trani - no visible oil was seen in there?? A bit concerned - Silly question..... but to check .... is the oil suppose to drizzle in if I was to lift the front of engine or does it need to be running?

Pressurized oil is supposed to go in a manual gear. Blow in the end of the crank to see if it was drilled.

That would require taking the transmission off - any other quick tests??
