how much oil does a 283 hold ? and does the tran share the same oil ?

About 6-7 qt and yes. The ammount will vary with size of filter, mounting angle etc.

How does one get all the oil out ? I pump it and only get 4qt out , how do pump oil out of trans ?

On a manual paragon, I remove a bolt from one lower (aft) corner of the transmission cover and insert the pump tube through the bolt hole until it hits the bottom of the trans case, and pump. Or you can take the whole cover off with a few more bolts and visualize the whole process.
