Engine bed and interior of the bottom

I have a 1940 16ft Chris Craft Utility. This past fall I had the engine removed for overhaul, and want to clean and prepare the engine bed and interior of the bottom before the engine is re-installed. It appears that the bottom was coated with some kind of oil or grease. Is that possible? If so, is it available or can I cover it with a paint?

It is very likely oil and must be cleaned up prior to painting. Tide powder and water hose and a scrubbing brush are a big help. After cleaning be sure it is dry prior to painting.
